Background: Like Us (NE) Ltd is seeking to procure a consultant with expertise in public procurement and tender management. The consultant will play a pivotal role in developing a Procurement Framework or Dynamic Purchasing System, aligned with the new UK Shared Prosperity Fund (UKSPF) requirements. This framework will be instrumental in procuring specialist consultants, training providers, and other service suppliers necessary for the delivery of a publicly funded business support and grant scheme.
Scope of Services:
- Development of Procurement Framework: Establish a UKSPF compliant procurement framework or dynamic purchasing system.
- Conflict of Interest Management: Implement processes to identify and manage potential conflicts of interest, particularly concerning linked organizations involved in UKSPF funded contracts.
- Independent Oversight: Independently oversee and manage procurement processes, ensuring the inclusion of potentially linked organizations and maintaining a robust audit trail.
Key Responsibilities:
- Ensure the developed procurement framework complies with UKSPF requirements and National Procurement Guidance.
- Identify and mitigate potential conflicts of interest.
- Provide ongoing support and review of the procurement processes to capture any changes in conflicts of interest over time.
- Maintain thorough documentation and audit trails to demonstrate compliance, quality of service, and value for money.
Requirements:
- Proven expertise in public procurement and tender management.
- Experience in developing procurement frameworks compliant with public funding requirements.
